In a letter dated October 25,2003, Mr. Joe Juergensen, P.E., Project Manager, Muller <br />Engineering Company, Inc., requested that FEMA revise the FIRM and FIS report to show the effects of <br />the Vista Pointe Parkway bridge and development project. The bridge project coincides with the location <br />of an existing railroad spur and consists of a 40-foot-wide bridge with a spanof259 feet across Coal Creek <br />approximately 16.300 feet upstream of Peny Street. The bridge construction involved placement of fill for <br />the bridge abutments and a center pier in the regulatory floodway. This request follows up on a <br />Conditional Letter of Map Revision issued on September 30,2002. This request also incorporated an <br />updated hydraulic analysis that reflected more detailed topographic data for the following two reaches of <br />Coal Creek: <br /> <br />. From approximately 200 feet downstream of the Union Pacific Railroad (UPRR) to approximately <br />4,400 feet downstream of the Vista Pointe Parkway bridge <br />. From approximately 8,200 feet downstream to approximately 5,500 feet upstream ofthe Vista <br />Pointe Parkway bridge <br /> <br />These updated topographic data were provided with a letter dated March 3, 2003, from Ms. Wendi <br />Palmer, P.E., Town Engineer, Town of Erie, and Mr. Juergensen. <br /> <br />With a Letter of Map Revision (LOMR) dated May 24, 1996 (Case No. 96-08-1 98P), the flood hazard <br />infonnation for Coal Creek was revised to show the effects of construction of levees and channelization <br />from approximately 3,600 feet downstream to approximately 600 feet upstream of the UPRR. However, <br />the revised floodplain and floodway boundary delineations of the flood having a I-percent chance of being <br />equaled or exceeded in any given year (base flood) were incorrectly shown on the annotated copy of the <br />FIRM panel that accompanied the May 24 LOMR, With a letter dated October 19, 1998, Ms. Pahner <br />
