This is in fairness to other <br />applicants. At your hearing, be sure to respond to the concerns raised <br />by our Department staff and noted on the enclosed evaluation and rating <br />sheet. ~lake the best use of the short amount of time you have been <br />allotted, about 12 minutes for presentation and Committee questions and <br />discussion. Last year some applicants founOTt helpful to observe the <br />presentations and discussions of other applicants' proposals. <br /> <br />Second, remember that the primary objective of the program is to give <br />"maximum feasib1 e pri ori ty" to fundi ng projects which benefit 10w- and <br />moderate-income persons. You may have a good idea, but if it isn't aimed <br />at low~ and moderate-income persons, you may be out of luck. <br /> <br />Last, set some priorities. Be prepared to state priorities among <br />activities in your application. Also, we will be hearing applications by <br />project type and by geographic area and applicants can expect to be asked <br />what priority their proposal merits compared to other requests from that <br />county or area. <br /> <br />The staff evaluation and rating of your application has been sent to the <br />Advisory Committee members. The discussion of your application will be <br />between you or your representative and the Advi sor;r Cormni ttee. However, <br />if you have further questions, contact the "lead' Division assigned to <br />your application. <br /> <br />After the hearings, you will be notified of our decisions by letter. <br />Please do not assume that you have any authorization to make any <br />financial commitments until you have written approval from us. We will <br />try to have letters in the mail to applicants by April 19. No CDBG funds <br />may be spent or committed by applicants until grant award contracts are <br />fully executed, and Environmental Reviews are completed by the applicant <br />and funds formally released by the Department. <br /> <br />If you have any basic concerns with the se1ectiDn process we are using, <br />it is requested that you convey them to me in writing by Wednesday, March <br />27, prior to the Advisory Committee app1icatiDn review sessions. <br /> <br />I would hope that, in the long run, the State can do more to help small <br />communities.
