PROJECT DESCRIPTION: Archuleta and LaP1ata Counties are submitting a mu1ti-
jurisdictional housing app. for $750,000 to support an 18-month project to
~litat~ 35 and reD1ace 5 homes, directly benefiting 124 low/mod income
individuals. The project ~ould implement Phase III of S. W. Community Resources'
phased development RLF House Program for the 5 Counties of Reg. 9. Phase I
established the RLF Program in the City of Durango, utilizing $339,907 in 1983 CD8G
funds to rehabilitate 25 homes and replace 1 home. Phase II extended the Program to
rural LaP1ata Co. and the Town of 8ayfie1d, and is currently rehabilitating 28 homes
with a total of $315,000 from 1984 CDBG funds, the State Div. of Housing, and the
Colo. Housing Finance Authority. The ,proposed Phase III expansion of the,Program
would make CDBG assistance available to low/mod income homeowners suffering some of
the worst housing conditions in the State--measures of substandard and deteriorated
housing in Archuleta County and the rural areas of LaP1ata County run 4 to 11 times
higher than Statewide averages.
