If funded, applicant will <br />hire a qualified rehab specialist and code enforcement <br />inspector. <br /> <br />Admin. budget is 16% of total project budget. In <br />relation to proposed project work plan, budget is <br />reasonable. <br /> <br />a. Staff and <br />Contractors <br /> <br />b. Budget <br /> <br />c. Statutory/Regula- <br />tory Compliance <br /> <br />Previous experience with statutory/regulatory compliance. <br />Environ. compliance features will be addressed through <br />environ. review process. <br /> <br />PRO STATEI1ENTS: <br />o 98% of program activities will be rental rehabilitation which has been an <br />underserved activity for the City of Fountain. <br /> <br />. <br /> <br />o COBG funds will be revolved for future use. <br /> <br />o Proposed project will enable city to preserve a major inventory of affordable <br />housing for low-moderate income residents. <br /> <br />CON STATEMENTS: <br />o Appllcatlon reflects inadequate planning for rental rehab activity. There is no <br />evidence of inquiries by applicant to determine if lending institutions would be <br />willing to participate in project. Has contact been made with investor-owners <br />to determine if they would be willing to participate without code enforcement? <br /> <br />o There is no significant improvement in proposed project design in this current <br />application over last year's application which was not funded. <br /> <br />COMMENTS: <br />o Loca 1 Pri ority: 1 of 1. <br />o Eligibility of activities: Eligible. <br />o Validity of National Objectives: Valid as Low/Mod Benefit. <br /> <br />o Overall, about 20% of the City's $400,000 1983 COBG project has yet to be <br />completed. Public facilities portion has been completed; remaining work is <br />housing rehabilitation. <br /> <br />o The City also received a $450,000 19B4 COBG grant for storm drainage and water <br />distribution system improvements in the Fountain-Crest area. This project is <br />scheduled to go to bid in April. <br /> <br />o Interest or commitment from lending institutions would enhance the feasibility <br />of thi s project. <br /> <br />. <br /> <br />o If needed, temporary relocation will be handled by Housing Authority, although <br />no funds for temporary relocation have been budgeted. <br /> <br />o It is questionable if proposed activities can be undertaken and completed in 12 <br />month project time frame. <br />
