Statutory/Regula- <br />tory Compl i ance <br /> <br />Demonstrated adequate knowledge or requirements in <br />appl ication. <br /> <br />PRO STATEMENTS: <br /> <br />o The proposal specifically follows the recommendations of a recently completed <br />exhaustive evaluation of the Town's water system. <br /> <br />. <br /> <br />o The Town will likely be impacted from the Consolidated Space Operations Center <br />to be located a few miles south, but is ineligible for direct Federal assistance <br />or local tax revenues. <br /> <br />o Serious fire hazards exist throughout the community, particularly at the school, . <br />due to inadequate pressure, lack of storage and frequent pump (electric) outages. <br />The overall system is rated A-2 on the Colorado Water Need Categorization List <br />with the treatment (inadequate, disinfection) rated A-l. The Town requested the <br />distribution system also be rated A-l; what is the status of the request? <br /> <br />CON STATEMENTS: <br /> <br />o The current treatment problem, resulting in an A-l documented health hazard, can <br />reportedly be addressed through installation of two well chlorinators at a total <br />cost of less than $10,000; why hasn't this work been done? <br /> <br />COMMENTS: <br /> <br />o Local Priority: N/A <br />o Eligibility of activities: Eligible. <br />o Validity of National Objectives: Valid as Low~lod Benefit. <br /> <br />o This proposal represents a reapplication from last year (84-456 , Medium, <br />unfunded). The local share has been raised from $70,000 last year (12~) to <br />$137,000 this year (24~). <br /> <br />o Current tap fees $1,500 @3/4" to $3,000 @2" + installation cost. User fee <br />@12.00/4000 gallons (residential) plus $3.00/month debt service. <br /> <br />o Proposed developments annexed to the Town would pay a tap fee and per/house <br />assessment for public works investments. <br /> <br />o The Department of Health's District Engineer strongly recommends the immediate <br />replacement of the iodonators with a chlorinator disinfection system. <br /> <br />o El Paso County Health Department reported".. heavy bacteria.." in the water <br />system due to failure of the existing disinfection system. <br /> <br />o 7 of 8 fire hydrants tested recently failed to meet minimum pressure (20 psi); <br />most tested below 5 psi. Fire flows are below ISO standards. The system is <br />rated 9 by ISO. <br /> <br />o Current average user fees ($15/month) and tap fees ($1,500 minimum) are <br />comparatively high within the region. <br /> <br />. <br />
