This has impacted its reserves so that together <br />this project's local match and the City's costs to thaw the mains will totally <br />deplete its reserve fund. <br /> <br />o The program design as proposed will only address the plumbing aspects of housing <br />rehab. What future efforts will be made to correct other deficiencies? <br /> <br />o Water study funded with EIA funds. The study addresses water rights, system <br />evaluation and possibilities of combining water systems with Central City. The . <br />study was a joint study between Black Hawk and Central City. <br /> <br />o Black Hawk received emergency water funds from the Division of local Government <br />for re-valving and re-piping of the water treatment plant and funds for leak <br />testing main lines. ' <br /> <br />o In 1983 the applicant submitted a CDBG application for a water facilities <br />project (83-023) which was not funded. <br /> <br />o A-l on Water Needs list for inadequate filtration; turbidity; needs chemical <br />treatment and clarification. This project may reduce high water consumption <br />thereby reducing the filtration needs and chemical requirements of the City. <br />
