INTRODUCTION <br /> <br />The Bosley Wash Watershed is located in Mesa County upgradient of the Colorado River, as <br />illustrated in Figure 1. Many homeowners within the Watershed experienced flood damage in <br />intense rain events during July and August of 1999, As a result of concerns and complaints from <br />local residents, a project was initiated to delineate and update the floodplain and to provide a <br />well,informed basin wide flood control plan that will result in reduced flood damages throughout <br />the watershed, This report presents the first phase of this effort: the delineation of the floodplain <br />and the development of an understanding of the source and extent of flooding, <br /> <br />The nature of the Bosley Wash Watershed, and the conveyance characteristics within it, lead to <br /> <br />infrequent, but occasionally severe, flood events, South of Interstate 70 (1-70), the basin has <br /> <br />little or no "natural" features. These characteristics combined with recent physical changes <br /> <br />within the watershed have led many residents to believe that flooding problems are becoming <br /> <br /> <br />more frequent and severe, For example, recent work performed as part of the Salinity Project <br /> <br />included the piping of the Stub Ditch and the Price Ditch, preventing locally generated runoff <br /> <br />from entering the irrigation ditches, <br /> <br />Mesa County (County) retained HDR to address the needs identified by the citizens of Bosley <br />Wash, The Colorado Water Conservation Board (CWCB) and the Grand Junction Drainage <br />District (GJDD) were also sponsors of this study effort, This report has been prepared by HDR <br />as the primary deliverable for Phase 1 of the Bosley Wash Drainage Master Plan as defined in <br />HDR's Scope of Work Submittal dated December 12, 2000, This product also provides the <br />additional work products outlined in Mesa County RFP DEF-71-00 Attachment A and the <br />subsequent Addendum 1 submitted September 29,2000.
