<br />Clancy has been involved with disaster research, mitigation, preparedness, response, and
<br />recovery since 1975, In 1985, Clancy founded and became President of The Mitigation
<br />Assistance Corporation (TMAC); the nation's premier firm specializing in disaster loss reduction
<br />through pre-disaster planning and training for post -disaster recovery and redevelopment.
<br />
<br />Clancy has been involved in projects following 97 presidentially declared disaster areas, and in
<br />47 states, 2 U,S. Territories, and 5 foreign nations, including providing assistance to the United
<br />Nations Educational, Scientific and Cultural Organization (UNESCO); the Alaska Oil Spill
<br />Commission; the Central United States Earthquake Consortium; the National Academy of
<br />Sciences; the National Research Council; FEMA; EPA; and several national engineering firms.
<br />The scopes of TMAC's responsibilities have included training, planning, public education,
<br />floodplain management, disaster recovery, hazard mitigation project management and research.
<br />
<br />TMAC is currently involved in efforts with FEMA, the Natural Hazards Research Applications
<br />and Information Center, URS-Greiner-Woodward-Clyde, Inc., RC Quinn Consulting.,
<br />Greenhome & O'Mara; and the states of Colorado, Delaware, Florida, and Mississippi.
<br />
<br />Clancy developed his interest in natural hazards while working under the direction of Dr. Gilbert
<br />White at the University of Colorado/Boulder. He then served FEMA for nine years as a Hazard
<br />Mitigation Officer and Interagency Hazard Mitigation Team Leader for Region VIII in Denver.
<br />
<br />Clancy also started and was appointed President of a second company, The Hazard Mitigation
<br />Technical Assistance Partnership, Inc., in 1994. HMTAPi is jointly owned by three mitigation
<br />specialty firms that, together, provide emergency and floodplain management, seismic safety,
<br />and benefit-cost services. HMTAPi is part of the standby Hazard Mitigation Technical
<br />Assistance Program team serving FEMA through 2004. As of August I, 2000, HMT APi is
<br />working on 3 separate Task Orders, TMAC has four additional concurrent contracts.
<br />
<br />In the past two work-years alone, Clancy completed a flood hazard mitigation plan for Vassar,
<br />MI; an acquisition and relocation project of 30 residential structures for Boone, NC; disaster
<br />response plans for 3 rural Minnesota communities; mitigation training for EMI, each FEMA
<br />training "territory," FEMA Region IV, and state and local governments in Wyoming, Michigan,
<br />South Carolina, Alabama, Mississippi and Delaware. Clancy was also the 1999 Program Chair
<br />for the national conference of the Association of State Floodplain Managers,
<br />
<br />Due to recent studies undertaken as a result of the University of Colorado purchasing 300+ acres
<br />offloodprone land in Boulder, Clancy's house is likely to be included in an "A-Zone" pending
<br />current efforts to institute map revisions, The City of Boulder is concurrently examining
<br />mitigation options for the affected neighborhoods. Flood insurance may be in my future!
