Laura
Chairperson, Jefferson County
Board of Commissioners
100 Jefferson County Parkway
Golden, Colorado 80419

Community: Jefferson County, Colorado
Community No.: 080087
Panel Affected: 0290 B
Effective Date of
This Revision: MAR 19 1996

102-I-A-C

Dear Mr. Laura:

This is in response to a request for a revision to the effective Flood Insurance Study (FIS) and National
Flood Insurance Program (NFIP) map for your community. Specifically, this responds to a letter dated
January 31, 1996, from Mr. Brad Sheehan, Development Review Coordinator, Highways and
Transportation, Jefferson County, regarding the effective PIS report and Flood Insurance Rate Map
(FIRM) for the unincorporated areas of Jefferson County, Colorado. With his letter, Mr. Sheehan
provided additional information in support of a December 27, 1995, request for a Letter of Map Revision
(LOMR) submitted by Mr. James P. Fitzmorris, P.E., Division Manager, JR Engineering, Ltd.

Mr. Fitzmorris requested that the Federal Emergency Management Agency (FEMA) revise the effective
FIRM to show the effects of channel modifications consisting of fill and excavation along the north
overbank of Bear Creek from approximately 950 feet to approximately 1,750 feet upstream of the
confluence of Bear Creek Tributary Number 6 and channel modifications along Bear Creek Tributary
Number 6 from approximately 400 feet downstream to approximately 300 feet upstream of Morrison Road,
. including construction of an earthen berm along the west bank of Bear Creek Tributary Number 6, just
downstream of Morrison Road. These projects are associated with the construction of the Fox Hollow
Village subdivision. This revision request also corrects an error in the hydraulic computations used to
prepare the effective FIS report and FIRM. The culvert under Morrison Road was modeled as an 8-foot
by 5-foot reinforced concrete box culvert, not the 8-foot by 8-foot reinforced concrete box culvert that
existed when the effective FIS report and FIRM were prepared. This request follows up on a Conditional
Letter of Map Revision, which was issued on August 31, 1994.

All data required to complete our review of this request were submitted with Mr. Fitzmorris' December 27
letter and Mr. Sheehan's January 31 letter. All fees necessary to process this LOMR, a total of $2,170,
have been received.

We have completed our review of the submitted data and the flood data shown on the effective FIRM, and
have revised the FIRM to modify the elevations and floodplain boundary delineations of a flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) along Bear Creek from
approximately 950 to approximately 1,750 feet upstream of the confluence of Bear Creek Tributary
Number 6 and along Bear Creek Tributary Number 6 from approximately 450 feet downstream to
approximately 350 feet upstream of Morrison Road. The base flood elevations (BFEs) along Bear Creek
