<br />EI Paso Regional Building Department will regulate the approximate floodplains on a case-by- <br />case basis subject to a detailed hydrologic and hydraulic analysis performed by a professional <br />engineer, in accordance with the determinations of the Colorado Water Conservation Board <br />regarding the applicability of the Guidelines for Determining IOO-Year Flood Flows for <br />Approximate Floodplains and does hereby rescind that portion of Resolution No. 264 relating <br />to the approximate floodplain information for the stream reaches listed in Table 3; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate and approve as <br />storm or floodwater runoff channels or basins those areas described by approximate floodplain <br />information in said new report dated March 2, 1989 and by the hydrologic procedure for <br />estimating IOO-year peak flows as described in the Hydrologic Addendum for Approximate <br />Floodplains dated February 8, 1996, which do not meet the criteria for utilizing the regression <br />equations for Arkansas River Basin Subregions ARK-4a and Arkansas River Basin Subregion <br />ARK-4b, as set forth in the Guidelinesfor Determining IOO-Year Flood Flowsfor Approximate <br />Floodplains, but which do meet the criteria for the regression equations for Arkansas River Basin <br />Subregion ARK-4a and Arkansas River BasiJl Subregion ARK-4b contained in the u.S. <br />Geological Survey publication, Techniques For Estimating Regional Flood Characteristics of <br />Small Rural Watersheds in the Plains Region of Eastern Colorado, as endorsed by the <br />Guidelinesfor Determining IOO-Year Flood Flowsfor Approximate Floodplains, for the study <br />reaches listed in Table 4, contingent upon the understanding that the City of Colorado Springs <br />and the EI Paso Regional Building Department will regulate the approximate floodplains on a <br />case-by-case basis subject to a detailed hydrologic and hydraulic analysis performed by a <br />professional engineer, in accordance with the determinations of the Colorado Water Conservation <br />Board regarding the applicability of the Guidelinesfor Determining IOO-Year Flood Flowsfor <br />Approximate Floodplains and does hereby rescind that portion of Resolution No. 264 relating <br />to the approximate floodplain information for the stream reaches listed in Table 4; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the City of Colorado Springs; the City of Fountain; the City <br />of Manitou Springs; the Town of Monument; the Board of County Commissioners of El Paso <br />County; the El Paso Regional Building Depllrlment; the Colorado Office of Emergency <br />Management; the U.S. Army Corps of Engineers, Albuquerque District; and the Federal <br />Emergency Management Agency. <br /> <br />14 <br />
