<br />WHEREAS, the information in said new report for the stream reaches listed in Tables 3, <br />4, 5, 6 and 7 meets all of the requirements for approximate information listed under the Board's <br />"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, the information in said new report for the stream reaches listed in Table 5 <br />has already been designated and approved by the Colorado Water Conservation Board; and <br /> <br />WHEREAS, the information in said new report for the stream reaches listed in Tables 8 <br />and 9 does not meet all of the requirements for approximate information listed under the Board's <br />"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, Colorado Water Conservation Board has determined that the hydrologic <br />methodology developed in the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains is appropriate for designation and approval of approximate floodplain <br />information and for use in simple floodplain analyses for development such as open space, <br />agriculture, farm bridges, pole barns and. individual single residential structures, but that the <br />methodology is not appropriate for development involving residential subvidivisions greater than <br />50 lots or occuring on sites greater than 5 acres, commercial construction, industrial construction, <br />construction of public transportation facilities or construction of flood control activities; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Denver, Colorado, this 13th day of March, 1996, that it does. hereby <br />designate and approve as detailed floodplain information the I DO-year floodplains as described <br />in said new report, dated March 2, 1989, for the study reaches listed in Table 2, and does hereby <br />rescind those portions of Resolution No. 264 relating to the detailed floodplain information for <br />the stream reaches listed in Tables 2 and 6 and that it does hereby designate and approve as <br />approximate floodplain information the I DO-year floodplains as described by the floodplain <br />delineations in said new report, dated March 2, 1989, the approximate floodplain information for <br />the stream reaches listed in Tables 6 and 7 and does hereby rescind those portions of Resolution <br />No. 264 relating to the approximate floodplain information for the stream reaches listed in Tables <br />7 and 8; and <br /> <br />BE IT FURTIffiR RESOLVED that the Board does hereby designate and approve as <br />storm or floodwater runoff channels or basins those areas described by approximate floodplain <br />information in said new report dated March 2, 1989 and by the hydrologic procedure for <br />estimating I DO-year peak flows as described in the Hydrologic Addendum for Approximate <br />Floodplains dated February 8, 1996, utilizing, as appropriate, the regression equation for <br />Arkansas River Basin Subregion ARK-4a, QIOO = 1408.15 * (A)'6S4, and the regression equation <br />for Arkansas River Basin Subregion ARK-4b, QlOO = 3089.12 + 198.56 * A, from the Guidelines <br />for Determining lOO-Year Flood Flows for Approximate Floodplllins, for the study reaches <br />listed in Table 3, contingent upon the understanding that the City of Colorado Springs and the <br /> <br />13 <br />
