<br />Floodplains; and <br /> <br />WHEREAS, the drainage basins for the stream reaches listed in Table 4 are less than the <br />lower limits for the use of the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains but larger than the lower limit, one-half (0.5) square mile, for the use . <br />of the U.S. Geological Survey publication, Techniques For Estimating Regional Flood <br />Characteristics of Small Rural Watersheds in the Plains Region of Eastern Colorado; and <br /> <br />WHEREAS, the 100-year peak flows for the stream reaches listed in Table 4 have been <br />estimated using the appropriate regression equations in accordance with the U.S. Geological <br />Survey publication, Techniques For Estimating Regional Flood Characteristics of Small Rural <br />Watersheds in the Plains Region of Eastern Colorado; and <br /> <br />WHEREAS, the estimation of 100-year peak flows for the stream reaches included in <br />Tables 3 and 4 is described in the Hydrology Addendum for Approximate Floodplains dated <br />February 8, 1996, hereby attached to said new report dated March 2, 1989; and <br /> <br />WHEREAS, the drainage basins for the stream reaches listed in Table 5 are less than the <br />lower limits for the use of the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains and less than the lower limit, one-half (0.5) square mile, for the use <br />of the U.S. Geological Survey publication, Techniques For Estimating Regional Flood <br />Characteristics of Small Rural Watersheds in the Plains Region of Eastern Colorado; and <br /> <br />WHEREAS, the stream reaches listed in Table 5 thereby constitute local d!'llinage areas; <br /> <br />and <br /> <br />WHEREAS, a procedure for determining hydrology information for approximate <br />floodplains of local drainage areas has not been established; and <br /> <br />WHEREAS, the local drainage areas may designated as approximate floodplain <br />information without a procedure for estimating 100-year peak flows as long as the local . <br />government understands and agrees tha a detailed hydrologic and hydraulic study is required prior <br />to any floodplain development; and <br /> <br />WHEREAS, said local drainage areas, as listed in Table 5, should be reviewed for flood <br />hazards on a case-by-case basis; and <br /> <br />WHEREAS, the review of said local drainage areas on a case-by-case basis is consistent <br />with the Guidelinesfor Determining lOO-Year Flood Flowsfor Approximate Floodplains; and <br /> <br />WHEREAS, the City of Colorado Springs and the El Paso Regional Building Department <br />have been notified that local drainage areas may be designated as approximate floodplain <br />information without a procedure for estimating 100-year peak flows, as long as the local <br /> <br />11 <br />
