'Box 100
222 Grand Valley Way
Parachute, CO 81635

'RE: Flood Plain Designation and Approval
city of cripple Creek

Dear Mr. Lang:

In accordance with C.R.S, 137-60-106(1) (c), the City of
cripple Creek, COlorado, hereby requests designation and approval
of storm or floodwater runoff channels or basins within the City
of Cripple creek as described in the preliminary report entitled
"Floodplain Management study" prepared for the City of Cripple
Creek by the United states Agriculture Soil Conservation Service.

This floodplain study is an ongoing analysis expected to reach
its final form in October of this year, All of the preliminary
work however has been accomplished and our engineers feel that it
is most appropriate as the "best information available" for the
city of Cripple Creek in its ongoing decisions on floodplain
issues.

It is my understanding from my discussions with your staff
that you would request that we hire an independent engineering
analysis of the floodplain study and make a presentation to you of
that analysis, Our City engineers are GMS Inc., and Roger Sams of
that firm is very familiar with the proposed Floodplain Management
Study being prepared by the Soil Conservation Service. We will
conduct such an independent analysis at the City'S expense and be
prepared to make the presentation to you at your July 9, 1992
Colorado Water Conservation Board Meeting in Cortez Colorado.

As you may be aware, the City of cripple Creek is undergoing
dramatic change as a result of "limited gaming" as approved by the
Colorado voter in 1990. Many of the casino construction projects
ate expected to touch upon and influence the floodplain or
floodways within the City of Cripple Creek, It is critical that
the City council and its staff have a designated and approved
floodplain by your agency as quickly as possible. Hence, we
reqUest your timely consideration of this application and are
