The two best alternative plans will be selected in conjunction with <br />ewCB personnel; however, in selecting the alternative, final cri- <br />teria will provide major emphasis on navigability. <br /> <br />We propose to combine the evaluation phase of the assignment with the <br />hydraulic analysis as a matter of schedule facilitation. <br /> <br />_ 3) EVALUATION <br /> <br />~ a. Water surface profi les wi 11 be prepared for the two best alternative <br />designs for the range of flows determined in work item #1 above, <br />River Hydrology. <br /> <br />-' b. Evaluation will be conducted based on: <br /> <br />(1) Hydraulic and boater criteria <br />(2) Navigability (safety) <br />(3) Rescue compatibility <br />(4) Reconnaissance cost estimates and ease of construction <br />(5) Appearance <br />(6) Operation and maintenance <br />(7) Enjoyment and boater interest <br />(8) Stability <br /> <br />c. Review final results with the Colorado Water Conservation Board. <br /> <br />~- .----- <br /> <br />4. PRELIMINARY DESIGN <br /> <br />The selected alternative will be analyzed as to hydraulics and layout <br />for this preliminary design phase. <br /> <br />a.
