<br />II-4 <br /> <br />completed in May of 1971 and the mapping accomplished for thls study <br />(November 1974), approximately one foot of the dam was lost during the <br />overtopping in 1973. <br />Subsequent to the overtopping of the dam in May 1973, the State <br />Engineer's Office sent a letter to J. Shattuck, the present owner of the dam, <br />concerning certain improvements, as shown on the 1958 drawings. Specifically, <br />the improvements specified are: 1) five foot of freeboard (spillway crest <br />to the dam crest); 2) crest width to be 14 feet; and 3) spillway width to be <br />16 feet with 7:1 side slopes. The letter further states that until the dam <br />improvements are completed, the water surface (normal maximum) is restricted <br />to five foot below the lowest point in the dam (crest). <br />Mr. Shattuck replied to the letter indicatin9 that "should I attempt to <br />accomplish this work, several houses along the south shore would be inundated <br />and approximately eleven acres of ny land would be flooded", Mr. Shattuck <br />further stated that "if I comply with your letter telling me to drain the <br />lake down to a point five feet below the lowest pOint in the dam, the whole <br />lake will revert into nothing but a mud flat. The lake is only six feet deep". <br />Copies of these two letters are included in Appendix A to this report. <br />In conversation with several of the homeowners along the south shore <br />area, the Hydro-Triad, Ltd. staff has determined the normal water surface <br />of Hidden Lake is maintained at a level approximately one foot below the <br />crest of the spillway. The exact mechanism or operation of the outlet to <br />maintain this water surface level has not been established, but observations <br />at various times during the course of the study have verified this nominal <br />water surface level. The filling of the outlet pipe with concrete during <br />the winter months of 1974-1975 may affect the regulation of the water <br />surface. <br />
