<br />o <br /> <br />. <br /> <br />CHAPTER I <br />INTRODUCTION <br /> <br />A. Authorization <br />This study, covering the storm drainage considerations and major drainage- <br />way planning for the Hidden Lake and Bates Lake basins, was authorized under <br />the terms of the contract between the Urban Drainage and Flood Control District <br />(U.D. & F.C.D.) and Hydro-Triad, Ltd., dated November 22, 1974. The notice to <br />proceed was received on November 25, 1974. The participating or sponsoring <br />governmnetal agencies, in addition to the U.D. & F.C.D., for this major <br />drainageway planning report are Adams County and the City of Arvada. The <br />mapping of the basin was accomplished under a separate contract between the <br />U.D. & F.C.D. and Bell Mapping. <br />B. Purpose and Scope <br />The purpose of the study can be summarized as follows: <br />Perform an in-depth evaluation of the hydrological and hydraulic facets <br />of the storm drainage for the Hidden and Bates Lake basins, with primary <br />focus on the major drainageways and flood plains, such that a series of <br />drainage improvement alternatives can be developed and compared. The com- <br />parison or rating criteria is based, in part, on cost-benefit aspects, plus <br />legal and environmental impact considerations. A recommended plan for the <br />major drainageways to accommodate the storm runoff up to the 100 year recur- <br />rence interval values has been defined and is presented herein to the spon- <br />soring agencies. The other feasible alternatives have been defined and <br />discussed as to advantages and disadvantages. <br />
