Changes in flood plain characteristics resulting from <br /> <br /> <br />this mining may affect the pDtential flood damages; this will depend <br /> <br /> <br />upon how the gravel is mined and the condition of the flood plain when <br /> <br /> <br />the mines are abandoned. <br /> <br />MOUNTAIN REGION <br /> <br />Flood plains in the mountains are generally undeveloped except <br /> <br /> <br />along the main stem of the Cache la Poudre River. The flood hazard is <br /> <br /> <br />characterized by narrow flood plains that have experienced scattered <br /> <br /> <br />encroachments. Several small resort communities, campgrounds, and <br /> <br />picnic areas serve tourists. Per~nent or vacation hDmes are located <br /> <br /> <br />in these communities, or are scattered in isolated developments along <br /> <br /> <br />the valley bottom. The river is known as a good trout fishing stream <br /> <br /> <br />and kayaking is pDpular in high water along the lower reaches of the <br /> <br />canyon during June. Most of the land along the river is managed by the <br /> <br /> <br />U.S. Forest Service. Private land is generally restricted to a narrow <br /> <br /> <br />strip along the bottom land. Colorado Highway 14 parallels the Cache <br /> <br /> <br />la Poudre River from the canyon mouth to a point upstream from Spencer <br /> <br /> <br />Heights. <br /> <br />. <br /> <br />33 <br />
