<br />I <br />1 <br />1 <br />'I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />APPLICATION SUMMARY <br /> <br />This application is a PUD General Submission request for 25 <br />deed restricted townhouse units to be developed under PMH <br />zoning, and 20 free-market single-family homesites. The <br />development is located on the 450 acres of the Aspen Village <br />property zoned AF-l. This zoning allows 45 units for the <br />property. The application is also requesting approval to <br />relocate 9 mobile home units in the Aspen Village mobile <br />home park off the Highway 82 edge of the park to another <br />location internal to the park to improve the visual quality <br />of the Highway 82 corridor. <br /> <br />The site for the 25 townhouses will be developed under PMH <br />zoning to allow the clustering and attached structures for <br />the units. PMH zoning is not requested to increase the <br />density of the property which is zoned for 45 units. The <br />townhouse cluster is necessary to locate the units within <br />convenient walking distance to existing recreational facil- <br />ities, the Roaring Fork Grocery and the County bus stop; to <br />provide shorter, lower cost utility hook-ups; and to mini- <br />mize the loss of irrigated pasture land. <br /> <br />The townhouse sites. will comply with the low income category <br />of the housing price guidelines. The sites will be covenanted <br />for the constructed units to also comply with the low income <br />price guidelines. The applicant guarantees construction of <br />the units. The sites will be platted concurrent and prorated <br />with the platting of the free market homesites. <br /> <br />The specific unit mix of the townhouses (one, two or three <br />bedrooms) will be developed jointly by the applicant and the <br />County Housing Authority. The ownership to rental mix will <br />be determined by demand and subject to coordination with the <br />County Housing Authority. <br /> <br />The present application has been revised from the 1979 <br />application to eliminate the technical concerns of the 1979 <br />application as follows: <br /> <br /> <br />1. The riverfront homesites are located outside and at <br />least 15' back of the 100-year floodplain boundary <br />based on adopted floodplain mapping. Based on the 1979 <br />referral letter from the Colorado Water Conservation <br />Board (Appendix), the Wright-McLaughlin Engineers' report, <br />"Floodplain Information Report, Roaring Fork River," <br />has been adopted by the Board and the County as the t <br />standard for the 100-year floodplain review.
