The Village already supports a center of employee <br />housing in the 148 unit mobile home park. The <br />park has convenience shopping in the Roaring Fork <br />Grocery; is serviced by the Pitkin County bus <br />system; has a self-contained water and sewer <br />system; and offers existing recreational facili- <br />ties. It is the applicant's understanding that an <br />overriding objective of the GMP, especially in <br />the downvalley area, is to locate growth near <br />existing public and private facilities to take <br />advantage of these facilities. Expansion of Aspen <br />Village is consistent with this objective. <br /> <br />B. Employee surveys conducted over the past years <br />indicate some employees prefer to live in a <br />downvalley location if ownership housing could be <br />provided at a lower cost. The surveys also indi- <br />cated some employees prefer the downvalley location <br />to miss the crowded tourist conditions of Aspen <br />and Snowmass, and to be closer to open surrounding <br />areas. <br /> <br />2. <br /> <br />The applicant will expend approximately $300,000 to <br />upgrade the existing central water and sewer system, <br />and the fire protection facilities currently servicing <br />the trailer park. The self-contained system is the <br />only central system between Snowmass and Basalt. The <br />upgrading of the system will improve service for both <br />the existing mobile home park residents and new residents. <br />The applicant acknowledges not all the proposed units <br />will be connected to -the central system due to technical <br />and cost reasons, but approximately 90% to 95% of the <br />proposed units will be connected. The applicant feels <br />this proposal is a significant improvement over other <br />downvalley applications which are restricted to stan- <br />dard individual well and septic systems. <br /> <br />3. <br /> <br />The applicant will expend approximately $90,000 to <br />relocate the 9 mobile home units in Aspen Village off <br />the edge of Highway 82 to another location internal to <br />the park to improve the visual quality of the highway <br />corridor. <br /> <br />The applicant will expend $15,000 to construct new <br />recreational facilities for the PMH cluster and for use <br />by the mobile home park residents. Existing recrea- <br />tional facilities already include a ball field, swim- <br />ming pool and recreation club room. No other down- <br />valley location can match this provision of recreational <br />facilities. <br /> <br />- 4 - <br />
