<br />> <br />t <br />! <br />I <br /> <br />- <br /> <br />CITY OF CARMEL-BY-THE-SEA <br /> <br />ORDINANCE NO. 84-2 <br /> <br />AN ORDINANCE ESTABLISHING WATER CONSERVATION STANDARDS <br />IN ALL ZONES AND TEMPORARILY RESTRICTING INTENSIFICATIONS <br />OF WATER USE IN ALL COMMERCIAL ZONES AND IN THE R-4 ZONE <br /> <br />WHEREAS, the Monterey peninsula Water Management District has <br />adopted a long term water allocation plan that limits the City of <br />Carmel-by-the-Sea to 5.542 percent of the total District water <br />supplies; and <br /> <br />WHEREAS, this allocation creates a total supply of 10,30.8 acre <br />feet per year for Carmel-by-the-Sea; and <br /> <br />WHEREAS, this allocation was adopted to provide a guide for <br />responsive planning of land uses that assures an equitable distri- <br />bution of water supplies to uses in accordance with local plan- <br />ning ~ and <br /> <br />WHEREAS, the use of water in Carmel-by-the-Sea has been increasing <br />since the drought of 1975 through 1977 and is now approaching our <br />total allocation; and <br /> <br />WHEREAS, <br />Monterey <br />prohibit <br />the-Sea; <br /> <br />if our water use exceeds our water allocation, the <br />Peninsula Water Management District has the authority to <br />any new water connections wi thin the City of Carmel-by- <br />and <br /> <br />WHEREAS, there are many undeveloped lots in the R-l zone that <br />could be prevented from developing by such action; and <br /> <br />WHEREAS, this would be contrary to the policies of Carmel-by-the- <br />Sea that favor residential development; and <br /> <br />\'1HEREAS, water conservation can <br />develop land within all zones in <br />formance with the General Plan of <br /> <br />increase the City's ability to <br />a reasonable manner and in con- <br />the City of Carmel-by-the-Sea, <br /> <br />NOW, THEREFORE, the City Council of the City of Carmel-by-the-Sea <br />does ordain as follows: <br /> <br />Section 1. Purpose.
