D. Legislative Update
Two important bills were signed into law in 1986.
One is the Water Conservation and Water Quality Bond Act of 1986.
Under this legislation, $150,000,000 is approved for issuance of
state bonds to provide loans to local agencies for voluntary
water conservation programs. (See Exhibit 16). Half of these
funds will be administered by The Department of Water Resources
and the other half by the State Water Resources Control Board.
Applications for loans are being accepted now. (See Exhibit 17).
The Safe Drinking Water Bond law of 1986 was also
passed. This law provides grant money, not to exceed $25,000,000
per individual grant, to agencies and water suppliers to meet
safe drinking water standards under the California Health Code.
(See Exhibit 18).
The above is a capsulization of the many and varied
conservation programs in progress in California. The Department
of Water Resources was extremely generous in providing me with
information. Suzanne Butterfield with the Central District
office in Sacramento was particularly helpful and encouraging.

!

,

-9-
