SURVIVING THE WORST CASE SCENARIO:
ST. CHARLES COUNTY MISSOURI 1993-?

by

?

Miriam Gradie Anderson

ABSTRACT

In 1993, St. Charles County Missouri experienced the worst flooding in the past 100 years. Over
30% of the County (200 square miles) was inundated by flood waters from both the Mississippi
and Missouri Rivers. At the peak of the flood, the confluence of the Mississippi and the
Missouri Rivers moved 24 miles upstream. Over 4300 structures were flooded and
approximately 2000 families were dislocated.

{
t:

In response to the disaster, the county developed and implemented an aggressive damage
assessment program to determine the level of damage on each structure and the repair options
available to the owners. The county also began to review and implement a number of options for
the long term management of the floodplain. These options included acquisition and relocation
of flood damaged structures, participation in the NFIP Community Rating System and the
development of an overall floodplain management plan.

Miriam Gradie Anderson, Associate Planner, St. Charles county Missouri Planning Department, 300 North
Second Street, Room 148, St. Charles, Missouri 63301, Tel.
