<br />ABSTRACT
<br />
<br />The U.S. Army Corps of Engineers, New Orleans District, has undertaken development of an
<br />automated Geographic Information System (GIS) for selected areas in Louisiana to support its
<br />floodplain management program and implement a FEMA initiative to create digitized floodplain
<br />information. Development of such a GIS-based data management system will provide an efficient
<br />and effective means of organizing, accessing, and maintaining various sources of information
<br />utilized by floodplain managers in local, state and federal government.
<br />
<br />Digital data products, such as USGS Digital Line Graphics (DLS's) and commercially enhanced
<br />Census data, are being combined with digitized maps in Intergraph MGE, attributed and linked to
<br />ORACLE. Basic data layers include hydrography, transportation, flood zones, base flood
<br />elevations, elevation referem:e marks, and political boundaries. Supplemental data, where
<br />available, include scanned aerhl photography, 5-foot contours and public land surveys.

<br />Products of the GIS will eventually be used to refine and update flood insurance rate maps, as
<br />well as assist communities and counties participating in the National Flood Insurance: Community
<br />Rating System Program receive rate reductions for conversion of specified floodplain mapping
<br />information into the GIS environment.
