The field <br />representatives work with local clients to identify their <br />needs; develop response capacity; coordinate delivery <br />of department services, including financial assistance <br />program services; provide follow-up with evaluation of <br />services and project effectiveness; and serve as advo- <br />cates for both local government clients and for depart- <br />ment agencies. Primary clients include counties, mu- <br />nicipalities and special districts. <br /> <br />The EnergylMineral Impact Assistance program pro- <br />vides grants and loans for planning, construction and <br />maintenance of public facilities and the provision of <br />public services. Eligible recipients are municipalities, <br />counties, school districts, special districts and other <br />political subdivisions socially or economically im- <br />pacted by the development, processing or energy <br />conversion of minerals and mineral fuels. <br /> <br />e <br /> <br />The "Small Cities" Community Development Block <br />Grant (CDBG) program provides grants and loans for <br />housing, public facilities and business assistance pro- <br />jects that primarily benefit low/moderate income per- <br />sons or eliminate. slums or blight Eligible recipients <br />are all municipalities and counties except those larger <br />jurisdictions that receive CDBG funding on an <br />"entitlemenf' basis directly from the U.S. Department <br />of Housing and Urban Development <br /> <br />Applications for CDBG public facilities projects and <br />Energy Impact Assistance funds are submitted to Field <br />Services. The DOLA executive director makes final <br />funding decisions. <br /> <br />The Division of Housing and the state Housing Board <br />considers applications for CDBG housing projects <br />monthly. Most CDBG applications for business financ- <br />ing are handled by the state Office of Business Devel- <br />opment. <br /> <br />The Contiguous Counties Limited Gaming Impact pro- <br />gram provides grants to finance planning, construction <br />and maintenance of public facilities and for the provi- <br />sion of public services related to the impact of gaming. <br />Grants may only be provided to counties that are <br />geographically contiguous to the two gaming counties <br />and the tribal lands. <br /> <br />e <br /> <br />The Stale Search and Rescue Fund reimburses county <br /> <br />sheriffs for eligible costs associated with local search <br />and rescue efforts. It also is a source of grant financ- <br />ing for search and rescue equipment and training. The <br />state Search and Rescue Advisory Committee provide <br />policy guidance for administration of the fund. <br /> <br />3.2.1.3.2 Division of Local Government <br /> <br />The Division of Local Govemment (DLG) builds inde- <br />pendent local government capacity through general <br />government, community development and information <br />services. <br /> <br />DLG provides technical assistance, training, written <br />materials and data to enhance service capabilities of <br />local governments. Services include assistance with a <br />variety of local government responsibilities including <br />budgeting and financial management; planning for <br />capital improvernents; special district elections and <br />administration; purchasing; land use and environmen- <br />tal matters; water and sewer financing and operations; <br />and financial capacity research and analysis. Support <br />for local and regional activities resuiting from Gover- <br />, nor Rome~s Smart Growth and Development initiative <br />are provided. <br /> <br />DLG evaluates the financial and managerial capacity <br />of Iocai government applicants to certain state and <br />federal funding programs. Local government financial <br />capacity is also evaluated to support emergency man- <br />agement funding decisions. <br /> <br />DLG distributes Conservation Trust Fund monies from <br />Lottery proceeds to over 400 eligible local entities, and <br />provides administrative support to the Colorado Emer- <br />gency Planning CommissioD, Colorado Natural Haz- <br />ards Mitigation Council, Colorado Incident Command <br />System Board and to the executive - legislative - local <br />Colorado Stale-Local Forum, an advisory commission <br />on intergovernmental relations. <br /> <br />DLG provides demographic and economic informa- <br />tion, assistance and coordination to public and private <br />organizations. A subscription service that enables <br />users to access and download much of these data <br />directly is available. Cartography/GIS provides and <br />exchanges cartographic information and a range of <br />cartographic products and geographic information ser- <br />vices to local governments, other state agencies and <br />private firms. DlG annually publishes the Local Gov- <br />ernment Financial Compendium, which provides the <br />single best source of statistical and financial informa- <br />tion for the state's counties and municipalities, and <br />maintains a number of databases containing informa- <br />tion on local governments in the state. <br /> <br />Within DLG is the OffICe of Emergency Management <br />(OEM). Services are made available through local <br />emergency managers supported by OEM staff as- <br />signed to specific geographic areas of the state.
