FLOOD INSURANCE STUDY 1.0 INTRODUCTION 1.1 purpose of Study This Flood Insurance Study investigates the existence and severity of flood hazards in the Town of winter park, Grand County, ColoradO, and aids in the administration of the National Flood Insurance Act of 1968 and the Flood Disaster protection Act of 1973. This study has developed flood risk data for various areas of the community that will be used to establish actuarial flood insurance rates and assist the community in its efforts to promote sound flood plain management. Minimum flood plain management requirements for partici- pation in the National Flood Insurance program (NFIP) are set forth in the Code of Federal Regulations at 44 CFR,60.3. In some states or communities, flood plain management criteria or regulations may exist that are more restrictive or comprehensive than the minimum Federal requirements. In such cases, the more restrictive criteria take precedence and the State (or other juris- dictional agency) will be able to explain them. 1.2 Authority and Acknowledgments The sources of authority for this Flood Insurance Study are the National Flood Insurance Act of 1968 and the Flood Disaster protec- tion Act of 1973. The hydrologic and hydraulic analyses for this study were performed by J.F. Sato and Associates, for the Federal Emergency Management Agency (FEMA) , under Contract No. EMW-83-C-1165. This study was completed in May 1984. 1.3 Coordination Streams requiring detailed study were identified at an initial coordination meeting attended by representatives of the study contractor, FEMA, and the town in April 1983. Since several flood related studies have been produced for indi- vidual developments in the Winter park area, contact was made with several engineering and development groups as well as State and Federal agencies to obtain information. Results of the hydrologic and hydraulic analyses were coordinated with the Colorado Water Conservation Board.
