Bob Deeds explained <br />that the U.S. Army Corps of Engineers improved the South Platte River channel through <br />Littleton and wanted to improve the channel all the way to Chatfield Reservoir. Through <br />an act of Congress, funds were approved to purchase the floodplain rather than improve <br />the channel. The floodplain exists and development is not allowed within it. <br /> <br />22, What impact will Centennial Reservoir have on the floodplain? None. It was noted that <br />the dam and reservoir have received approval from the State Engineer's office. <br /> <br />23, On North Tributary of Massey Draw, easement acquisition has been recommended <br />between Carr and Allison streets. Has anyone contacted the property owners? Ben <br />stated that these recommendations will require more detailed study and that no property <br />owners had been contacted, In the area, one citizen commented that there are plugged <br />culverts that cause problems, Alecia stated that the Jefferson County Road and Bridge <br />Department should be contacted, <br /> <br />13. What is the timeline for the improvements? Ben stated that it is up to the county <br />commissioners. Mike Vanatta explained that Jefferson County has a priority list and that <br />the list includes projects for the entire county. To determine the highest priority, issues <br />such as frequency of flooding and extent of damage are considered. <br /> <br />14. Will the process be public and will citizens be able to have input? Ben noted that the <br />masterplan will be published at the end of the summer and that anyone can look at it, <br />purchase one, or make photocopies of selected pages. From the masterplan, a 5-year <br />Capital Improvements Plan (CIP) will be developed. The UDFCD board holds public <br />hearings, at which comments can be made. The Jefferson County commissioners also <br />hold public meetings. <br /> <br />15. How do you remove houses from the floodplain? It was explained that the <br />improvements decrease the extent of the floodplain, Essentially the floodplain is <br />removed from the houses, not the other way around, There was concern that "removing <br />houses from the floodplain" meant physically moving the houses. <br /> <br />16. Regarding the new development that is taking place south of Chatfield Avenue between <br />Garrison and Carr streets, will the developer be required to implement the recommended <br />detention pond as part of the development? Mike and Alecia Cope explained that the <br />county had not yet accepted the masterplan so the improvements would not likely be <br />required at this time. Mike noted that the Planning and Zoning personnel review plans <br />and their potential impacts to floodplains. In general, developers and people are <br />required to implement the masterplan improvements, if that masterplan has been <br />approved, however, exceptions occur. <br /> <br />Following the presentation, and question and answer session, many citizens met one-on-one <br />with the representatives of the project team. <br /> <br />cc: Named attendees via e-mail <br /> <br />17, How are drainage easements acquired? Ben stated that the property owner is contacted <br />to find out whether he/she would be agreeable to an easement. The easement provides <br />a right of access for maintenance to be done. UDFCD would turn over the easement to <br />Jefferson County. <br /> <br />18, Is the stormwater fee revenue dedicated to these types of projects? Mike explained that <br />the previous board of commissioners approved the fee but that the newly elected board <br />decided not to implement the fee. Money for these projects comes from the general <br />fund, Ben noted that the general funds tend to have many demands and that <br />stormwater tends to be a low priority. <br /> <br />19. What are the improvements for SJCD (South) Tributary No, 1 at Wadsworth Blvd.? It <br />was observed that the area has stagnant water and dead birds have been found. David <br />stated that a 48-inch culvert is recommended to be added under Wadsworth Blvd. On <br />SJCD (South), it is recommended that a drop structure be installed upstream of the <br />existing culvert and that channel improvements be made. A citizen commented that <br />there appears to be around 20 vertical feet of drop in the reach upstream of Wadsworth <br />Blvd. <br /> <br />20. Does Colorado Department of Transportation (CDOT) have plans to alleviate flooding at <br />SJCD (South) and South Platte Canyon Road? Culvert improvements have been <br />recommended and they would require approval from and coordination with CDOT. <br />
