0\ Massey Draw and SJCD Update Project Meeting Minutes April 5, 2005 Page 2 of 4 PUBLIC MEETING MINUTES The meeting began at approximately 7:10 pm. Bruce Buttner made introductions. Ben UrbOnas provided opening comments. David Krickbaum, OA's project manager. provided project background and a timetine of the next steps in the major drainageway master planning process. The Phase A Report (alternatives evaluation) was finalized in February 2005. The schedule for the remainder of the project is as follows: the recommended alternatives will be selected by the project sponsors in April 2005, the Draft Phase B Report (preliminary design of the selected alternatives) will be submitted in June 2005, and the Phase B Report will be finalized in August 2005. A parallel effort involves the development of an updated flood hazard area delineation (floodplain) report. 'U."'''O.~ 143 Union Blvd_ Suile 700 ukewood. co 80228720-962-6072 Massey Draw and SJCD (South) Major Drainageway Planning Update Project OA Project No. 02-2003-1321 April 5, 2005 Falcon Bluffs Middle School, Littleton, Colorado David provided an overview of the study area, described the general nature of both the observed problems in the study area and the recommendations that were made to remedy the problems. He then described the improvements that were recommended for specific reaches of the study area. A public meeting was held at the Falcon Bluffs Middle School on AprilS. 2005 to present the major drainageway planning study for the Massey Draw and SJCD (South) watershed being conducted by the Urban Drainage and Flood Control District, Jefferson County and City of Littleton. The project consultant is Olsson Associates. More than 50 individuals attended this meeting (45 signed the attached attendee lists). Following are key questions, comments, and issues that were discussed by the citizens and project team: 8. On the North Tributary of Massey Draw, a detention pond is recommended. Where would it be located and where would the recommended drop structure be located? David explained that the pond is recommended to be constructed upstream of Carr Street and that the drop structure would be located upstream of Dudley Street. None of the improvements would interfere with a local detention basin in the area. Comment forms. Those returned are attached. Attendees were asked to sign in and to identify their property on an aerial photograph. A figure with the locations is attached. A board with an aerial photograph showing the project area was available. Large prints of Figure B-16 of the Final Phase A Report showing the recommended plan for the overall study area were posted on the walls. The Final Phase A Report was available for review. Preliminary 1 OO-year floodplain maps being developed for the Flood Hazard Area Delineation were posted for Massey Draw and SJCD (South), 10. What impact would improving the culvert on SJCD (South) Tributary No.1 at Wadsworth have on the downstream park area, which already floods? Ben noted that the water already reaches the park because it flows over the road so there would be no change. I I I I I I I I I I 9. What is the recommendation for the Meadow Ranch! West Rockland Drive area? David stated that the recommendation is to construct a FEMA.approved levee to divert the water south of the West Rockland Drive cul-de-sac. Ben stated that the levee would likely be the recommendation endorsed by the project sponsors. Ben noted that the original design for the area was that the water would flow to the south of West Rockland Drive. A question regarding the floodplain on the north side of West Rockland Drive was asked. Ben stated that once improvements were made, the floodplain would change. What will be done to alleviate the problems? The recommendations include an additional culvert under Carr Street and channel improvements and drainage easements between Carr Street and Wadsworth Blvd. What is the recommendation under Wadsworth Blvd.? The recommendation is to add a third 10.foot by 10.foot box culvert to the existing two 10.ft by 10-ft boxes. 12. Ben commented that the alternatives recommended in the Masterplan are conceptual in nature. More information is needed to develop preliminary designs, such as survey data. Discussion Items:
