Bruce Buttner made introductions. Ben UrbOnas <br />provided opening comments. David Krickbaum, OA's project manager. provided project <br />background and a timetine of the next steps in the major drainageway master planning process. <br />The Phase A Report (alternatives evaluation) was finalized in February 2005. The schedule for <br />the remainder of the project is as follows: the recommended alternatives will be selected by the <br />project sponsors in April 2005, the Draft Phase B Report (preliminary design of the selected <br />alternatives) will be submitted in June 2005, and the Phase B Report will be finalized in August <br />2005. A parallel effort involves the development of an updated flood hazard area delineation <br />(floodplain) report. He then described the improvements that were recommended for specific reaches of <br />the study area. <br /> <br />A public meeting was held at the Falcon Bluffs Middle School on AprilS. 2005 to present the <br />major drainageway planning study for the Massey Draw and SJCD (South) watershed being <br />conducted by the Urban Drainage and Flood Control District, Jefferson County and City of <br />Littleton. The project consultant is Olsson Associates. More than 50 individuals attended this <br />meeting (45 signed the attached attendee lists). <br /> <br />Following are key questions, comments, and issues that were discussed by the citizens and <br />project team: <br /> <br />8. On the North Tributary of Massey Draw, a detention pond is recommended. Where <br />would it be located and where would the recommended drop structure be located? <br />David explained that the pond is recommended to be constructed upstream of Carr <br />Street and that the drop structure would be located upstream of Dudley Street. Those returned are attached. <br />Attendees were asked to sign in and to identify their property on an aerial <br />photograph. A figure with the locations is attached. <br />A board with an aerial photograph showing the project area was available. Large <br />prints of Figure B-16 of the Final Phase A Report showing the recommended <br />plan for the overall study area were posted on the walls. The Final Phase A <br />Report was available for review. Preliminary 1 OO-year floodplain maps being <br />developed for the Flood Hazard Area Delineation were posted for Massey Draw <br />and SJCD (South), <br /> <br />10. What impact would improving the culvert on SJCD (South) Tributary No.1 at <br />Wadsworth have on the downstream park area, which already floods? Ben noted that <br />the water already reaches the park because it flows over the road so there would be no <br />change. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />9. What is the recommendation for the Meadow Ranch! West Rockland Drive area? <br />David stated that the recommendation is to construct a FEMA.approved levee to divert <br />the water south of the West Rockland Drive cul-de-sac. Ben stated that the levee would <br />likely be the recommendation endorsed by the project sponsors. Ben noted that the <br />original design for the area was that the water would flow to the south of West Rockland <br />Drive. A question regarding the floodplain on the north side of West Rockland Drive was <br />asked. A comment was made that there are major problems downstream of Carr Street on <br />Massey Draw. What will be done to alleviate the problems? The recommendations <br />include an additional culvert under Carr Street and channel improvements and drainage <br />easements between Carr Street and Wadsworth Blvd. What is the recommendation <br />under Wadsworth Blvd.? The recommendation is to add a third 10.foot by 10.foot box <br />culvert to the existing two 10.ft by 10-ft boxes. <br /> <br />12. Ben commented that the alternatives recommended in the Masterplan are <br />conceptual in nature. More information is needed to develop preliminary designs, such <br />as survey data. <br /> <br />Discussion Items: <br />
