This alternative essentially blocks water from flowing north
of Rockland Drive and diverts it all south of the homes. Different options for return
flow, with and without buying homes, should be considered.

4, Bill would like to see the modeled effects of what would happen if the entire 100-year
discharge flowed south of Rockland Drive.

5, Garrison Street overtopped during the June 27, 2004 storm event and needs
improvement.

ENG INE ERS' !'LANNERS' SCIE IIITI5T5. Ben asked OA to prepare a proposal to survey the culverts under Oak Street and
Rockland Drive. and the wood pedestrian bridge that crosses the wetlands located
south of Rockland Drive, He asked that evaluation of the alternatives discussed in
item 3, and creation of a parallel hydrology model that includes the golf course ponds
and potentially the flow from north of the golf course be included in the proposal.

7. If the golf course has not been provided progress meeting minutes, they should be
included in future distributions.

Attendees:

Bill DeGroot - Urban Drainage and Flood Control District (UDFCD)
Paula Lundquist - Jefferson County
Kevin Stewart - Urban Drainage and Flood Control District
Ben Urbonas - Urban Drainage and Flood Control District
Bruce Buttner - Olsson Associates (OA)
David Krickbaum - Olsson Associates
Deb Ohlinger - Olsson Associates

Items Distributed: An aerial map of areas observed to be inundated by the June 27, 2004
storm, a copy of a portion of the LOMR submittal that shows part of the golf course, and an
electronic copy of additional mapping were provided to OA by UDFCD,

cc: Attendees via e-mail

Discussion Items:

1. This meeting was held to discuss the flooding that occurred along Massey Draw on
June 27, 2004.

2. General observations made by UDFCD, Jefferson County, and OA included the
following:

. Approximately 900-1000 cfs (preliminary estimates) entered the golf course at
the northwest entry point.
. Approximately 75% of the flow went north at the split west of the golf course
clubhouse,
. Water was flowing over the road north of the golf course and west of the
clubhouse 3-5 feet deep and was flowing onto the golf course.
. The August 1999 storm appears to have been larger than the June 27, 2004
storm,

3. Bill had met with representatives of the homeowners. They inquired as to whether
the following two alternatives to mitigate the flooding had been evaluated. The first
alternative was an upstream dam. The second alternative would entail diverting
discharges from west of the hogback to the southerly side of C-470 and bringing the
flow back under C-470 onto the golf course farther downstream. A third alternative
