It follows then that surface storage of <br />runoff is expensive and difficult to justify for single purpose use. <br />Conveyance of stonmwater by means of open channels is also expensive. <br />Conveying 'portions of stonmwater underground is even more expensive, <br />The need for open space within the urban settings provides some relief <br />from this dilemma in that joint use of the space is a viable possibility, <br />The final important factor is the overall division of responsibilities <br />among governmental units.
