The last component is considered to be <br />the technical element and consists of the traditional design, construction, <br />and operation of the works. <br />The definite emphasis placed on the conceptual design indicates sub- <br />stantial effort is devoted to the physical appearance and configuration <br />of the works as components of the urban system, <br />The development of alternative conceptual designs results in one of <br />two master plans that are viewed as the major tools for managing a drain- <br /> <br />age shed. <br /> <br />One of the master plans is entitled a "Preventive Master Plan" <br />-. - '": <br /> <br />18 <br />
