<br />An Example Approach <br />A planning approach developed by the Denver Regional Council of <br />Governments (2) seems to embody to a great extent the preceding principles <br />of resources management and general goals. The planning approach adopted <br />consists of the following major. premises, (1) the storm drainage system <br />is a component of a larger urban system consisting of transportation, <br />health care, police and fire protection, and other public services; (2) <br />storm drainge is primarily a space allocation problem of where to trans- <br />port and temporarily store the excess water; (3) storm drainage is primarily <br />a resource out of place [in effect discarding the common enemy concept]; <br />(4) planning should be multiple purpose and should consider multiple means <br />[facilities can serve insofar as possible, other purposes as well as the <br />drainage objectives, and many alternatives in addition to physical works <br />are to be considered]. <br />The overall concept further includes the recognition that a desirable <br />storm drainage program will probably consist of provision for an initial <br />drainage system that will manage the relatively frequent events so they do <br />not inconvenience the community, and accommodation, in a rational way, of <br />major drainage that results from the more extreme events. Specific defini- <br />tions have been given to each of these components for a number of categories <br />of potential land use. Performance criteria are as follows: <br /> <br />17 <br />
