I

16

I

Street Improvement and Drainage Study for the ~ of Milliken, Colorado
The town of Milliken, COlorado, has in the past experienced severe
flooding problems during moderate- to high-intensity rainstorms, and substan-
tial damage has occurred. The town lies in the natural drainage path of
approximately four square miles of agricultural land. The town disrupts the
natural drainage paths to the Little Thompson River, and has insufficient man-
made drainageways to convey flood flows. Complicating the drainage problem
was the fact that the majority of the streets in the town were constructed of
dirt and gravel. As such, the streets lacked the proper grading, crown and
curb and gutter required to convey flows efficiently. The dirt streets also
contributed large volumes of sediment during storms, which altered street
grades, clogged culverts and channels, and necessitated intensive storm clean-
up efforts.
Simons, Li & Associates, Inc. was contracted by the town of Milliken to
(1) perform a hydrologic analysis of the town and the contributing watershed,
(2) perform a hydraulic analysis of the existing drainage system to evaluate
its effectiveness and to delineate the 100-year floodplain, (3) design a
drainage system to eliminate the flooding problems, (4) design all streets in
the town considering horizontal and vertical alignment, street cross section,
curb and gutter and pavement requirements, and (5) develop a street and
drainage design criteria manual for the town to use to establish definite
guidelines to be met by engineers and contractors working in the town.
Project period: February 1982 through October 1982
Project Budget: $18,000
Reference: Mr. Randy Seaholm
Colorado Water Conservation Board
1313 Sherman Street
Denver, CO 80203
(303) 866-3441

I

I

I

I

I

I

I

I

I

I

I

I

I

I

I

I

I
