This date is the effective date for the authorization of the sale of first and second layer flood insurance coverage at actuarial rates for all new construction and suOOtantial improvanents to existing structures wi thin your ccmnuni ty . First layer coverage on structures built prior to the date of your entrance into the Regular Program will continue to be made available at subsidized rates, unless substantial improvanents are made to the structures. The actuarial rate zones and base' flood elevations applicable to your ccmnunity are indicated on your camnmity's Flood Insurance Rate Map (FIRM). You should be aware that actuarial rates for insurance on a structure increases as the first floor elevation of the structure de- creases belCJN the base flood levels established for your ccmnunity. In addition, it should be pointed out that on the effective date of the FIRM, the FIRM supersedes all previous maps for the purpose of deter- mining whether individual properties are located inside or outside the area having special flood hazards; after that date, new construction will be charged actuarial rates, which may be higher, if the construction is not built in ~liance with the floodplain managanent requiranents of the National Flood Insurance Program. Based on our review of your carmunity's ordinance which was sutrnitted to meet the requiranents of Section 60.3 of the regulations, we find that your ordinance satisfactorily meets the program requirements at this time. On the basis of our acceptance of your subnission, your camnmity's eligibility in the National Flood Insurance Program will be continued.
