By working in the total <br />reach, the problem solutions could be coordinated for <br />maximum efficiency. Development of riparian zones which <br />include areas owned by several people could also be <br />addressed by the coordinator. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />This type of "streambank erosion coordinator" should be <br />assigned to a state agency such as the CSSCB, to provide <br />assistance state wide, and act as a moderator in the <br />argument between development and ~nvironmental preservation. <br /> <br />~ <br /> <br />. <br /> <br />. <br /> <br />3. When individual streambank erosion control <br />projects are undertaken, a thorough study of the total <br />stream reach is needed to predict the effects of the project <br />action upstream and downstream from the site of <br />construction. If work is to be carriedjon in the riverbed <br />the damage to the rivers armor needs to be considered as to <br />what wi I I take place upstream and downstream. A Section 404 <br />permit to work in the river needs to be obtained from the <br />Corps of Engineers to assure al I persons involved have had <br />an opportunity to respond.
