To be el igible, the land would
have had to be used to pr-oduce agr-icultur-al commodities 2 of
the 5 year-s between 1981 and 1985. Rental payments for- 10
year-s ar-e offer-ed as an incentive to conver-t the cr-opland to
gr-ass or- tr-ees.

.

.

.

Ripar-ian zones wi II pr-ovide pr-otection fr-om the lower-
fr-equency flows. This study r-ecommends the for-mation of a state
coor-dinator- position. The need for- a per-son to coor-dinate
activities r-elating to str-eam channel impr-ovements was
identified. Many examples of wor-k being done without
consider-ation of the effects, both upstr-eam and downstr-eam,
wer-e noted dur-ing the study. This showed the lack of
knowledge about r-iver- mechanics and flow patter-ns by the
people doing the wor-k.

.
..

I
~
!
..
J
~
,
~
1
1

The coor-dinator- should be someone that landowner-s could
ask for- advice about the effects of wor-k in str-eams befor-e
constr-uction is star-ted. The coor-dinator- could pr-ovide the
assistance or- dir-ect the landowner- to an agency that could
help. This would not r-eplace the U.S. Ar-my, Cor-ps of
Engineer-s, Section 404 per-mitting pr-ocess, but the
coor-dinator- could pr-ovide assistance to str-eaml ine the
pr-ocess.

Rock Ripr-ap on Dolor-es River-
Photogr-aphy by Jim Thor-nton, SCS, Denver-, Color-ado

6
