Meyer <br />Sectetary <br /> <br />November 28, 1995 <br /> <br />SUBJECT: Release of Wisconsin Communltv Rood Mnlaatlon Plannlna Guidebook. <br /> <br />Dear Colleague, <br /> <br />I am pleased to provide you wnh a complimentary copy of the WI Community Rood Mnlgatlon Planning <br />Guidebook which was prepared by planning staff of the Wisconsin Department of Natural Resources <br />Bureau of Water Regulation and Zoning and through financial support (Community Assistance Program) <br />by the Federal Emergency Managemenl Agency (FEMA). This guidebook Is being provided to <br />communnles In Wisconsin, to each state NFIP coordinator, FEMA officials and othel'll. It Is our hope that <br />this guidebook will be of use In reducing the perils to life and property from flooding not only In WI, but <br />will also serve as a helpful model to other communnies In other states as well. <br /> <br />The enclosed guidebook truly represents a team effort which Innlally began back In March of 1995 when <br />Angle Tomes of the National Park Service facllnated a brainstorming session to sollcn Ideas from a <br />group of 12 team members representing local, state and federal Interests. The team membel'll Included: <br />Michael Green, City of Eau Oalre, Steve Ranh, Eau Claire County, Richard Dexter, State Historical <br />Society of Wisconsin, Roxanne Gray, Division of Emergency Government, Susan Boldt, Federal <br />Emergency Management Agency, Mike Strlgel, Federal Emergency Management Agency, Susan <br />Walllnger, WI Department of Development/U.S. EDA and Larry Larson, Robert Watson, Tim McOaln, Sue <br />Josheff, Gary Lepak, all from the Wisconsin Department of Natural Resources. <br /> <br />The primary charge we received from that team was to develop a practical guidebook which: <br /> <br />(1) simplifies the flood mnigatlon planning process for a broad range of local government 'customers. <br />and, <br /> <br />(2) provides posnlve Incentives for communnies to develop flood mnigation plans In advance of a <br />flood, as well as to remind communnies of the disincentives of not being prepared prior to a <br />flood. We believe that our final product has met this charge. <br /> <br />You will note that the major focus of the guidebook Is on orocess as opposed to a 'fdl-ln-the-b1ank-plan'. <br />The message that we have been hearing all along Is that there are different commUnnles wnh different <br />needs and different Issues. Therefore, we have organized the guidebook using a common, flexible <br />process - the 'seven step mnigatlon planning process. - which can be used by a wide range of <br /> <br />" <br /> <br />......- <br />- <br />- <br />
