-;

Mr. Dennis Maroney
March 5,1998
Page four

The possibility of and the need for floodplain mapping of the unnamed west bank
tributary to Fountain Creek in the vicinity of Highway 47 should be investigated. It
appears that the information generated by CH2M HILL for the highway project would
provide a good starting point. It appeared that there might be existing or future facilities,
including buildings, that might be affected by this drainageway. We recommend that the
City of Pueblo consider the need for a master plan if future land use patterns in that area
indicate potential problems with storm drainage.

We feel that CH2M HILL has conducted a thorough study of the impacts of the proposed
highway project. We support the proposed CLOMR. Presuming that the project will be
constructed, we hope that FEMA would choose to implement a major Physical Map
Revision for the Pueblo FIS. The Physical Map Revision should include: 1) the LOMR
previously granted for the Fountain Creek Flood Control Project built by the Corps of
Engineers just downstream of the proposed highway project and 2) the LOMR that would
follow the completion of the highway project. Such a Physical Map Revision would give
you flood maps that reflect the hydraulic conditions in the1990's instead of the 1980's.

Please let me know if you have any questions or concerns about this letter.

Sincerely,

~~

Brian R.
