Presently, there is no stormwater conveyance <br />system for this basin. The two highways (Nos. 160 and 17) are <br />higher than the surrounding ground, acting as a dam and causing <br />water to back up near their intersection. To relieve the build- <br />up of this water, a pipe is proposed from the intersection of <br />Highways 160 and 17 in 1st Street to the Rio Grande River. Local drainage swales form the residential <br />areas on the east side of Highway 17 and the north side of High- <br />way 160 should be constructed to direct the flow to the intersec- <br />tion of Highway 160 and 17, and inlet to the new system. There <br />is a low area on Broadway Avenue between the intersection of <br />Highways 160 and 17, and the bridge over the Rio Grande River. <br />A lateral should be constructed from Broadway Avenue in <br />Costilla Boulevard to the main line. The location of the main <br />line can be shifted to other north-south streets in this area <br />depending upon more detailed mapping or field surveys. If fur- <br />ther evaluation shows that Haniver Street extended should be <br />the location of the main line, the areas identified will need <br />to be connected to the main line. <br /> <br />-43- <br />
