Area West of Design Point 2 (K-Mart/City Market Area) <br /> <br />To minimize the impact of stormwaters in the lower part of Basin <br />I, stormwater concentrating at the K-Mart and City Market areas <br />should be diverted to a detention/retention pond on the south <br />side of.the railroad at Market Street. The pipe should be de- <br />signed for an assumed future runoff from a 100-year frequency <br />storm and the pond for something less than total future runoff <br />volume. The reason for this different design criteria is that <br />the pond would not be fully utilized until the upstream area is <br />completely developed. The pipe is to be constructed under the <br />main highway and the railroad. The use of a 100-year size pipe <br />would allow for only the one crossing, minimizing future con- <br />struction costs. Since the actual future flow is unknown, the <br />pond could be expended in the future to a total retention pond, <br />or kept as a detention pond with an outlet to the facilities <br />proposed in Basin IV or to the facilities proposed in the east <br />portion of Basin I. If a detention pond, the release would be <br />designed so that the release will not affect the proposed siz- <br />ing of the facilities in Basins I or IV. This method would re- <br />duce costs and relieve the north side of the highway of flood- <br />ing problems. One of the benefits of this proposal is that by <br />eliminating the existing evaporation pond at K-Mart and trans- <br />ferring it to the other side of the road, prime area for com- <br />mercial development becomes available, thus generating revenue <br />from this site through development. Development should be <br />guided so that drainage collects at the pond inlet. <br /> <br />The closer the collection pOint is moved to Victoria Street, <br />the better. This allows a means of relief if Victoria Street <br />storm sewers are overloaded and allows the capture of as much <br />of the concentrated flow coming from City Market and K-Mart as <br />possible. The drainage basin and hydrology would be modified <br />to reflect this change during final design. <br /> <br />-28- <br />
