FINDINGS <br /> <br />A master drainage study for an area encompassing 11.5 square miles of <br /> <br />the City of Alamosa and surrounding portions of Alamosa County, ex- <br /> <br />cluding the Rio Grande River, has been prepared. Due to the presence <br /> <br />of many man-made and natural features in the area, no major drainage- <br /> <br />ways were identifiable. The study was therefore divided into 'eight <br /> <br />small sub-basins where local flooding and ponding problems were iden~ <br /> <br />tified and analyzed on an individual basis. The following findings <br /> <br />are characteristic of the study area: <br /> <br />1) The topography, including natural features and man-made <br />features, devoids the area of a surface drainage system <br />with no drainageway patterns discernable. <br /> <br />2) Currently, in developed areas, stormwater runoff is re- <br />tained in localized ponding areas, carried in small storm <br />sewer systems and streets, and pumped from ponding areas <br />to the river. <br /> <br />3) These existing systems are inadequate, particularly with <br />the sediment and debris in the sewer system and with con- <br />tinued upstream development generating more ponding and <br />runoff. <br /> <br />4) Many upper basin areas currently do not drain, but plans <br />must be made to provide a drainage system for the area to <br />permit planned development. <br /> <br />5) Feasible and economical solutions to the existing drain- <br />age problems are available and are outlined in the report. <br /> <br />B. RECOMMENDATIONS <br /> <br />Existing flooding problems can be solved the most economically with <br />a series of new lines, some of which tie into the old storm sewer <br />system. Larger lines or replacing smaller, undersized lines with <br />larger ones in the existing system, will direct the excess volume <br />of runoff water into the Rio Grande River and assure control for a <br />lOO-year storm event, or a lesser event if desired. <br /> <br />-8- <br />
