<br />Of the 8818 non-Federal dams which were inspected, 2,884 or about one- <br /> <br /> <br />third were evaluated as "unsafe" due to various deficiencies, primarily for <br /> <br /> <br />inadequate spillway capacity. Reports on all inspections were provided to <br /> <br /> <br />state governors. Recommendations for remedial measures were included in <br /> <br /> <br />reports for all dams having deficiencies, The Corps indicated in the May <br /> <br /> <br />1982 report that, in most states, the recommended measures had "not been <br /> <br /> <br />adequately implemented by dam owners, because state officials were not <br /> <br /> <br />convinced that existing dams create a great enough hazard to require dam <br /> <br /> <br />owners to spend large sums of money to improve conditions which, in most <br /> <br /> <br />cases, have existed for many years." Only 1035, or 36 percent, of the 2884 <br /> <br /> <br />unsafe dams were reported by the states to have received remedial attention <br /> <br /> <br />as of May 1982. <br /> <br /> <br />The 1982 Corps assessment of state dam safety programs reported that (a) <br /> <br /> <br />forty (40) states had enacted effective dam safety legislation, but 6 states <br /> <br /> <br />had no dam safety legislation, (b) 34 states had implemented effective <br /> <br /> <br />regulatory practices, (c) 29 states had employed adequate technical <br /> <br /> <br />staffing, and (d) 16 states had developed programs which were completely <br /> <br /> <br />adequate. The 16 states with the completely adequate programs and two <br /> <br /> <br />additional states indicated that they would continue to fund their programs <br /> <br /> <br />without Federal aid, Seventeen (17) states with deficient programs <br /> <br /> <br />indicated that they planned to implement adequate programs in the "near <br /> <br /> <br />future." <br /> <br />II. StudY Background <br /> <br /> <br />Although most states cooperated well in the Corps inspection program and <br /> <br /> <br />began to give more attention to regulating non-Federal dams, many complex <br /> <br /> <br />issues remained which needed to be rationally and systematically addressed <br /> <br />-6- <br />
