<br />) <br /> <br />) <br /> <br />) <br /> <br />flood, Post-flood surveys should be done by following the questions found <br /> <br />in the package of questions approved by the Office of Management and <br /> <br /> <br />Budget (OMB) Synthetic damage functions are estimated flood values, <br /> <br /> <br />calculated at hypothetical flood levels and conditions, Synthetic <br /> <br /> <br />estimates are often necessary for areas with no recent flood experience, <br /> <br />Any number of flood damage levels can be estimated, Because synthetic <br /> <br />damage relationships are hypothetical, they should be done by people <br />experienced in post-flood surveys, who are familiar with what is damaged <br />in a flood, <br /> <br />RESIDENTIAL DAMAGE FUNCTIONS <br /> <br />Well accepted depth-damage relationships were established for several <br /> <br /> <br />types of residential buildings by the Federal Insurance Administration in <br /> <br /> <br />1970 and 1974, by the Tennessee Valley Authority in 1979, and by several <br />Corps' district offices, Standard relationships are more common for <br /> <br />residential structures than other types of property, because residential <br /> <br />property is considered to be more homogenous in susceptibility and layout <br /> <br />of contents, and in the types of building materials used, than other kinds <br /> <br />of property, <br /> <br /> <br />Any damage function must be tested for reasonableness -- in the <br /> <br /> <br />office on the basis of theoretical assumptions -- and in the field on the <br /> <br /> <br />basis of empirical tests, to determine how well specific data are matched, <br /> <br /> <br />The theoretical check should meet the following assumptions: <br /> <br /> <br />1) Physical damage can begin when flood waters reach the lowest <br /> <br />levels of a building, even if flood waters are below the ground level, <br /> <br />V-39 <br />
