The Division works .:-"ith <br /> <br />local emergency management officers located in <br />each county. The Division also coordinates with <br />the Federal Emergency Management Agency as <br />well as the Department of Natural Resources <br />during disasters as well as during pre-disaster <br />mitigation planning. <br /> <br />Assistance available: <br /> <br />./ Assistance on emergency preparedness for <br />flood disasters and other natural and <br />technological hazards. <br /> <br />,/ Emergency response and coordination of <br />state agencies and resources during an <br />emergency. <br /> <br />,/ Administration of the Hazard Mitigation <br />Grant Program (Section 404 of the 1988 <br />Disaster Law (FEMA) providing mitigation <br />assistance after a disaster has occurred. <br />This is a matching, 75:25 grant program <br />(the State pays half of the local share, <br />reducing the community's cost to 12.5% of <br />the total). The HMGP program can be used <br />to help a community to reduce risks for <br />future floods (e.g" acquisition/relocation of <br />structures in special flood hazard areas). <br />All local jurisdictions as well as non-profit <br />organizations within the declared disaster <br />area are eligible. The amount of funds <br />available to the state shall not exceed 15% <br />of the federal assistance provided as a <br />result of the declared disaster. <br /> <br />,/ The Division of Emergency Government <br />also administers Public Assistance Section <br />406 (PA) of the 1988 Disaster Law which <br />covers damage to publicly-owned or private <br />non-profit facilities. This includes damage <br />to parks, schools, public buildings, sewers, <br />wastewater treatment plants, roadway and <br />roadway structures not on the federal aid <br />system. In restoring public facilities, cost <br />effective hazard mitigation measures are <br />eligible for assistance. <br /> <br />PA also covers debris removal and emer- <br />gency protective measures on all highways. <br />Emergency measures include sandbagging, <br />pumping, traffic control, detour signing, and <br />police and fire protection. The Federal Emer- <br />gency Management Agency pays 75% of the <br />total cost.
