By breaking the flood mitigation process down into steps, the process itself is made
more simplified for the community. At the same time, the seven step process helps to ensure that the
community is both involving the community, while addressing important aspects of flood mitigation
planning in a comprehensive manner. It is our hope that you will also find this step-by-step format to
be a helpful model for your own flood mitigation training efforts.

Please note that we have used dividers for each chapter (I.e. each "step" in the process) and have
placed the document in a three-ring binder so the community can add to the information through the
years. We are stressing the importance of viewing this document as a long-range planning tool to be
used to take advantage of not only the new flood mitigation funding available under the National Flood
Insurance Reform Act, but also for other mitigation assistance programs (e.g., Community
Development Block Grant funds, Hazard Mitigation Grant Program etc.) that can be used as part of
each community's planning and development activities.

Again, we hope that you will find this to be a practical, helpful model which communities can draw
from, and add to, for years to come.
