This guidebook Is being provided to
communttles In Wisconsin, to each state NFIP coordinator, FEMA officials and others. Ills our hope that
this guidebook will be of use In reducing the perils to I~e and property from flooding not only In WI, but
will also serve as a helpful model to other communttles In other states as well.

The enclosed guidebook truly represents a team effort which Inttlally began back In March of 1995 when
Angle Tomes of the N;ltlonal Park Service facilitated a brainstorming session to sollctt Ideas from a .
group of 12 team members representing local, state and federal Interests. The team members Included:
Michael Green, City of Eau Claire, Steve Ratth, Eau Claire County, Richard Dexter, State Historical
Society 01 Wisconsin, Roxanne Gray, Division of Emergency Government, Susan Boldt, Federal
Emergency Management Agency, Mike Strlgel, Federal Emergency Management Agency, Susan
Walllnger, WI Department of Development/U.S. EDA and Larry Larson, Robert Watson, Tim McClain, Sue
Josheff, Gary Lepak, all from the Wisconsin Department of Natural Resources.

The primary charge we received from that team was to develop a practical guidebook which:

(1) slmpllfles the flood mttlgatlon planning process for a broad range of local govemment "customers"
and,

(2) provides positive Incentives for communttles to develop flood mttlgatlon plans In advance of a
flood, as wall as to remind communities of the disincentives of.!!Q! being prepared prlor to a
flood. We believe that our final product has met this charge.

You wll note that the major focus of the guidebook Is on orocess as opposed to a "fdl-ln-the-blank-p1an",
The message that we have been hearlng all along Is that there are different communttles wtth different
needs and different Issues. Therefore, we have organized the guidebook using a common, flexible
process - the "seven step mitigation planning process" - which can be used by a wide range of

"

..... -
..~.
