<br />INTRODUCTION <br /> <br />In the last seven years, North Dakota has had eight presidential disaster <br />declarations. For each disaster, the North Dakota Emergency Management <br />(DEM) and Federal Emergency Management Agency (FEMA) convened an <br />Interagency Hazard Mitigation Team (IHMT) that met and developed a report <br />outlining the team's findings. From previous team meetings, more than 100 <br />recommendations were identified and subsequently included in the North Dakota <br />Multi-Hazard Mitigation Plan. This year, representatives synthesized past <br />recommendations, identified new recommendations and prioritized key issues for <br />inclusion in the plan. Additionally, a form was developed to effectively track and <br />evaluate how the mitigation recommendations identified in the Multi-Hazard <br />Mitigation Plan can be implemented. <br /> <br />The IHMT met initially on July 16, 1999 to identify and prioritize key <br />recommendations. A follow-up meeting was held on August 9, 1999 to further <br />define implementation of these recommendations. In preparation for that meeting <br />the IHMT Summary of Meeting and Recommendations, a draft working <br />document, was sent to all participants for comment along with the draft tracking <br />form, written comments from the Spirit Lake Sioux Tribe representative, and <br />handouts replicating charts of previous recommendations used for the first <br />meeting. <br /> <br />Participants identified the following eight priority recommendations for mitigating <br />the flood hazards in North Dakota: <br /> <br />1. Comprehensive Basin Planning; <br />2. Adopt and Enforce State Building Codes; <br />3. Facilitate Local Planning and Land Use Controls; <br />4. Tribal Participation; <br />5. Flood Hazard Maps; <br />6. Protect Conduit Systems; <br />7. Acquisition and Relocation; <br />8. Participation in the National Flood Insurance Program (NFIP). <br /> <br />. <br />
