<br />EXECUTIVE SUMMARY <br /> <br />On June 8, 1999, President Clinton declared a major disaster in the State of <br />North Dakota due to severe storms, flooding, snow and ice, ground saturation, <br />landslides, mudslides and tornadoes. The incident period started on March 1, <br />1999 and closed July 19, 1999. Initially 34 counties and 3 Indian reservations <br />were declared, with five additional counties and one Indian reservation added on <br />July 6,1999. On July 12,1999 three more counties were added to the <br />declaration. This declaration encompassed the second largest number of <br />declared jurisdictions in the state. In addition, all Indian reservations were <br />included in the declaration. <br /> <br />At the time of this writing, Public Assistance (PA) damage totaled an estimated <br />$29,700,000 while Individual Assistance (IA) had approved over $10,500,000, of <br />which housing accounted for $9,934,944, and $596,867 became available <br />through the Individual Family Grant program. Crisis Counseling and Disaster <br />Unemployment Assistance totaled $371,361 and $9,750,000, respectively. Small <br />Business Administration (SBA) assistance totaled over $4.5 million. <br /> <br />The State-Federal Interagency Hazard Mitigation Team (IHMT) faced a <br />continuing challenge in developing its recommendations for long-term mitigation. <br />At its first meeting on July 16,1999, team members reviewed IHMT <br />recommendations from the previous disasters and reached a consensus on <br />which recommendations to retain and emphasize. This effort resulted in eight <br />recommendations captured under three categories - Planning, Standards, Codes <br />and Regulatory Measures; Acquisition, Relocation, Infrastructure and Protective <br />Measures; and Public Education and Awareness. In a follow-up meeting on <br />August 9, 1999, the team developed implementation strategies; set timelines and <br />identified potential funding sources for each of the recommendations. <br /> <br />This IHMT Report is an extension of the Long-Term Recovery Strategy <br />developed in previous disaster years. The recommendations provide an <br />opportunity for officials evaluating these and other mitigation opportunities to help <br />ensure that the best hazard mitigation projects are implemented statewide. <br /> <br />August 26, 1999 <br /> <br />. <br /> <br />ii <br />
