DEVILS LAKE

Devils Lake was a prominent topic during the IHMT meetings. Devils Lake was
included under the recommended actions for comprehensive basin planning,
relocation and acquisition; however, no specific recommended actions were
identified. Team members were informed that FEMA intended to expand its
flood risk assessment and structural inventory to include identification of
vulnerable infrastructure in the Devils Lake area. Subsequent to obtaining that
information, a series of focus group meetings will be conducted in the Devils
Lake area. Participants will include local, state and federal representatives. The
purpose of these meetings will be to encourage and assist local government
entities and tribal organizations to develop long-range plans.

TRACKING RESULTS

Implementation of IHMT recommendations will be tracked through the use of a
standardized reporting form completed by the lead agency with assistance from
OEM. The frequency of reporting will be determined by the lead agency and
OEM based on the specific recommendation. The first report will be due on
January 16, 2000. OEM will remind agencies of the due date.

When tracking results, lead agencies will address how successful results are
measured and what action is tracked. The OEM will compile results from
tracking reports in order to assess and quantify the implementation of mitigation
recommendations. Ultimately, this information can provide a basis for assessing
the effectiveness of mitigation strategies and adjusting strategies, as needed.
Additionally, OEM will send the tracking form to all the agencies identified as
leads inlHMT reports since 1993. The intent is to establish a baseline of
responses from which the utility of the form can be evaluated, improvements
made and results documented.

17
