<br />Acquisition and Relocation <br /> <br />Acquisition and relocation of structures are mitigation measures funded under <br />the HMGP and have been identified in the State Multi-Hazard Mitigation Plan. <br />Traditionally, state officials have strongly encouraged relocation and acquisition <br />of structures in repetitively flooded areas not covered by other programs. <br /> <br />In 1999, the NFIP has added a new endorsement for closed basin lakes that <br />would allow structures in imminent danger of being flooded to be purchased <br />prior to the standard 90-day inundation period. State officials have encouraged <br />property owners in the Devils Lake area who may be eligible for this <br />endorsement to purchase and maintain flood insurance policies. Additionally, <br />the State Hazard Mitigation Team has recognized the need to acquire and <br />relocate structures throughout the state, especially those structures located in <br />flood ways or which restrict floodwaters. <br /> <br />Recommended Action: Identify and initiate relocation and acquisition of area <br />structures. <br /> <br />Lead Agency (ies): State Hazard Mitigation Team. <br /> <br />Implementation Strategy: Acquisition and relocation projects are priorities for <br />the HMGP. To facilitate the process, DEM requires clarification from FEMA <br />regarding specifications for calculating benefit/cost ratios for acquisition and <br />relocation projects. While it is not possible to anticipate the number of <br />applications requesting funds for acquisition and relocation, the State Hazard <br />Mitigation Team is prepared and committed to select those projects that provide <br />a long-term solution to repetitive flooding. <br /> <br />Funding: FEMA's Hazard Mitigation Grant Program and the Flood Mitigation <br />Assistance Program, and HUD's Community Block Grant Program. <br /> <br />Time line for implementation: Immediate and ongoing. All project applications <br />will be submitted to FEMA for funding by June 2000 for currently open <br />disasters. <br /> <br />14 <br />
