<br />Protect Conduit Systems <br /> <br />More than one-quarter of the recommendations in this category focus on <br />protecting or installing devices to protect water and wastewater conveyance <br />and treatment systems, lift stations, flap gates, lagoons, and related facilities. <br />Several years of ground saturation and flooding have created havoc with these <br />systems. Old systems have been degraded, are cracking, and over taxed by <br />infiltration due to the high groundwater table. Even though systems degraded <br />by the lack of maintenance are not eligible for HMGP funding, the fact remains <br />that conduit systems throughout the state are old and during flood years <br />disintegration of these systems contributes to flood damage and must be <br />mitigated. <br /> <br />Recommended Action: Install permanent flood proofing protection for lift <br />stations and enhance sanitation and storm systems. This recommendation <br />would consolidate all previously recommended measures relating to conduit <br />systems and include closed gates, lagoons, and related facilities. <br /> <br />Lead Agency(ies): North Dakota Division of Emergency Management through <br />the State Hazard Mitigation Team. Additionally, support will also come from the <br />Regional Planning Councils, North Dakota State Engineer's Office, <br />North Dakota State Water Commission and the North Dakota State Health <br />Department. <br /> <br />Implementation Strategy: DEM will coordinate with regional planning councils <br />the identification and funding of communities having vulnerable conduit <br />systems. DEM will also coordinate with the North Dakota Health Department, <br />the agency having approval authority over new or renovated wastewater <br />disposal systems, to assure that permanent flood proofing protections are <br />included. <br /> <br />Funding: Rural Development Administration, and HUD's Community <br />Development Block Grant Program via the regional planning councils. <br /> <br />Time line for implementation: Vulnerable systems will be identified and <br />strategies for protection will be completed by February 2000. The time frame is <br />designed to coincide with annual HUD requests. <br /> <br />I3 <br />
